I must confess that I find somewhat confusing the numbering of the various Papyrus versions.
On the English page of the Papyrus site I read that the most recent version is 12.56.
On the German page, however, it is first said that at Christmas 2006 version 12.5x was released. But the most recent version (Aktueller Stand) is called not 12.5x or 13.x or 14.x, but, with a totally different kind of numbering, "Papyrus 2008 V.9".
Moreover, it doesn't become fully clear to the reader whether German version and English version are basically the same, or not. And if they are not, as I suspect, then the question arises why not. All other applications I know of which have different localizations, differ only in language, not in features.
And if the English and the German versions for some good reason must be different, why not call the English version (for instance) E 12.56, and the German version (for instance) D 13.x? That would make things immediately clear to anybody.

Here's a short translation of parts of the German “new features” document. The original is some 15 pages long:
1. “Duden” dictionary included
Duden is THE official German language dictionary and papyrus now includes both spelling and grammar correction under license from “Brockhaus Duden Neue Medien GmbH”.
2. Thesaurus included
A thesaurus is now included based on the Open Thesaurus project. The thesaurus supports multiple languages. Papyrus comes with German, Polish and Spanish word libraries.
3. Improved editing and commenting features
3.1 Coloured sticky notes
3.2 Coloured text markers
3.3 New toolbar icons for notes and markers
3.4 Text snippets
You can now drag selected text onto the clipboard area where it turns into a text snippet. Pressing Ctrl (Win) or Option (Mac) while dragging will make a copy of the text. Text snippets or selected parts thereof can be dragged back into the document in different locations.
3.5 Improved clipboard area
The clipboard area now has a popup menu for creating sticky notes and text snippets. It also features a new background image.
4. Adjustable default style sheets for text objects and table cells
You can now define default style sheets (both paragraph styles and character styles) that will be used when creating a new text object, table cell, sticky note, or text snippet.
5. New menu entry "Edit Template for New Document"
The File menu now has a new entry for editing the template for new documents because many users couldn't find the corresponding _new.pap document in the papyrus program folder under modules/templates.fix.
6. Improved usability of paragraph and character style sheets
Global paragraph and character style sheets are now unobtrusive and easier to use
7. Deleting unused paragraph and character style sheets
In Document > Document Statistics > Paragraph Styles / Character Styles there is now a button for deleting all unused styles at once (with confirmation, undo is possible).
8. Language as a text attribute
You can now define the language of a paragraph under Paragraph > Language and Hyphenation. This setting influences spelling correction and dictionaries.
9. Improved Microsoft Word import and export

Date created, last saved, last printed, created from template, last saved by <username> are now remembered by each document. These and other properties can now be used in functions (in tables and references). New functions: TITLE(), SUBJECT(), AUTHOR(), COMPANY(), CATEGORY(), KEYWORDS(), COMMENTS(), CREATEDATE(), EDITTIME(), PRINTDATE(), TEMPLATE(), LASTSAVEDBY(), FILESIZE(), NUMCHARS(), NUMWORDS()
11. Open links in default web browser
If you double click a link in a papyrus document the corresponding page will be opened in your default web browser.
12. Changing database field contents in reports
When generating a report from Papyrus Base it is now possible to change the contents of data fields in the database using <fieldname> = <value>
13. New functions in reports
REPORT(filename): generate a report <filename> for the current data set
CALL(program, parameters): run any external program
SAVE(filename): save the current report. Possible file formats are .pap, .rtf, .doc, .html, .pdf, and .pap.pdf depending on the filename extension. Reports are saved when all datafield placeholders have been filled.
ABORT(error message): report generation can be aborted
MESSAGEBOX(type, message, button text): Displays a message box
14. Extended e-mail generation from Papyrus Base
Attachments (any files can be attached)
Sending e-mails as plain text, HTML or both, as well as PDF
Sending e-mails to multiple recipients (CC, BCC)
Support for SMTP authentication CRAM-MD5, LOGIN and AUTH PLAIN
15. Simplified and extended licensing
You can now install papyrus on up to four computers as long as you make sure that only one copy is used at a time.
16. Other enhancements
Less obtrusive colours in the toolbar and in the info dialog
Improved colour settings for guides, object frames etc. (not limited to 16 colours anymore).
Insert > Special Characters > Apostrophe will now insert a thypographically correct (curly) apostrophe
Insert > Special Characters > En-Dash will do the same for a thypographically correct dash character
New default text macro: “ -- ” creates “ – ”
Menu changes: Page Break, Column Break, Line End have been moved to Insert > Special Characters
New submenus: Insert > Hypertext
Scalable dialogs: Pages of tabbed dialogs will now adjust to the dialog window size
Page number: The page number display in the lower left corner of the document window is now somewhat smaller and has a tooltip info. Clicking it opens the Go To Page dialog.
The default image format for HTML exports has been changed from GIF to PNG
