Two possible improvements of Papyrus would be:
1. more powerful outlining: an outline pane as an instrument not just for jumping from one section to another, but also for moving document sections and for remodelling the entire document.
2. background colouring not just of the text of a document, but of the whole document window.

Possible, already.
For better reading, so may set a background colour in Documents -> Document Properties -> HTML-Colours (but this is not printed).
If you want it printed, simply put a rectangle object behind the main text, if you want it on all pages, do this within a masterpage.
Because this is a more rarely used function, we will not make a direct function for it, because it already is possible - this way of Papyrus philosophy will keep it small, stable and fast.
